Yes. You can use Rails Blocks in unlimited personal and commercial projects, including client work. You can deliver components as part of a project, but if a client wants to use Rails Blocks on future projects, they'll need their own license.
A Personal license is for a single developer. If multiple people on your team need access, you can get a Team license, which covers up to 25 members with re-assignable seats.
You can't resell, redistribute, or sublicense Rails Blocks as a component library or UI kit. You also can't use it to build a competing product. For open source projects where source code is public, attribution is required. See the full license for details.
